Is Palestine an emergent nation-state? Or are Palestinians content with having their national aspirations reduced entirely to a violent opposition to Israel?

Seyam's announcement provides a counterweight to a series of moves by the office of the presidency headed by PA Chairman Mahmoud Abbas (Abu Mazen), who issued a presidential order appointing Rashid Abu Shbak, former chief of preventive security in the Strip, as head of "Internal Security" - a new entity that unites the interior ministry's security agencies, which are ostensibly controled by Hamas but also receive orders directly from Abbas.
The primary security function of a nation-state is the establishment of its monopoly on violence. But the developing Hamas leadership of the Palestinian Authority appears determined to establish its own militia in competition with a broader security apparatus. Under the Hamas government, Palestine is shaping up as less an emerging nation-state than a collection of militias, each with their own separate agenda.
For an fledgeling nation-state with a floundering economy, huge public service needs, and drastic shortages of basic provisions like food and medicine, does anyone even care how Palestine has become so rich in militias, guns and bombs?
