Should Health Insurance Companies be treated as criminal enterprises?

When you consider the report on how many people die due to lack of health insurance, what percentage of those die because the health insurance companies refuse necessary treatment? If even one insured person dies who is insured but who does not receive the necessary care, why is it that the company is not liable? The truth is that every insurance company issuing health care insurance has made decisions that have resulted in deaths. Should we not treat these companies as criminal enterprises instead of having congressmen who are being supported financially by them make laws that benefit them? Should the congressmen who have accepted money from them be also considered as criminals?
