The thing that the Republicans are trying to take advantage of is that Obama was speaking the language of constitutional scholars. Redistributive change is a phrase used to describe distribution of rights. The academic debate is whether the bundle of rights is narrow (in lay, terms equality of opportunity) or broad (i.e. affirmative steps taken within society to ameliorate past dicrimination). Minority contractual set-asides and banning red-lining are examples of redistribution.
