incumbents are entrenched
Just came across this graph that charts the "historical prevalence of reelected representatives in the U.S. House" -- from the second through the 109th Congress. Basically, it's high, though with a few dips.
This kind of data suggests the need for appropriate redistricting. I cannot retrace it, but someone someplace here said that now "our" elected representatives are choosing the voters, rather than vice versa. That's a pithy phrase, but also a serious indictment.
The little graph even makes me think about term limits quite seriously. We have them for the President, after all, so why not Congressfolks?
