Seriously, if we are going to talk about qualifications to head the Agency, what possible standard could qualify James Wooolsey, George HW Bush, or Michael Hayden (a military officer, which is actually a reverse qualification, since it helps strengthen the paramilitary wing of the Agency at the expense of its vastly more important tasks)?

I agree! That Presidents have probably appointed people to this position in the past for this reason, or worse, is an argument for stripping the Executive Branch of its priviledge to wiretap forever.
