"Residents can still file a formal objection to the court, file a petition, or ask county commissioners or the city council to reconsider and continue the current contract."   Public's deadline is Thursday. 
 "If the contract is voided the Big Horn County Sheriff's Department will continue to provide services for two years while Hardin creates its own police department."
 "Hardin officials say they have not discussed the possibility that American Police Force would take over the department despite the group's arrival last week with cars sporting Hardin Police logos."

Oct.1, APF/TRA Agreement Posted on BG website. 
* [ Is an "Agreement" same as contract, or is the public never going to see that? ]

"Operator[APF] shall have the option to enter into a separate agreement with TRA for the purpose... ...to provide additional law enforcement services to the TRA and/or the City of Hardin".
* [So the TRA, quasi government, economic arm [is this fair?], or the so called "Port Athority", (what Port?), needs law enforcement? Me confused.  I guess it's obvious that a Detention Center Owner needs to provide safety and law enforcement, atleast for the Detention Center areas?].

"The main reason the city council approved the sale of bonds to finance construction of the jail, he [Peterson] said, was that it was promised a share of the revenues, which it would then use to help fund the new police department."

Oct,1, attorney fears jail deal will derail law enforcement deconsolidation, BG, ED KEMMICK
"The Hardin City Council has already voted in favor of [de]consolidation and the commission was to have voted on the issue by Oct. 1. That deadline has been extended to next week. County Commissioner John Doyle said the commission expects to vote on the question next Tuesday, but the date isn't certain yet."

"The truth is that the Hardin City Council, which makes appointments to the Board of the Two Rivers Authority (TRA), met in session last Thursday, October 1, 2009 at the Big Horn County Courthouse to discuss the matter of taking over policing their own town. It was to be the final public hearing concerning the de-consolidation of law enforcement between Big Horn County and the City of Hardin.
      Monies from the TRA with the APF agreement are central to finalizing the de-consolidation. That date was moved from October 1 to October 5 in order to give the public enough time to read the agreement."
Triggering events can put a hold with the on going process, but these events will only have until November 5, 2009 when the de-consolidation process begins.  The triggering events are:
   • Petition signed by 15 percent of the county's registered voters
   • Viable court challenge in district court
   • Challenges by either governmental body.
Once the agreement is approved and the month-long waiting period is met, the city can start forming its own police department."
Oct.6, Vote allows Hardin to form PD, BG, ED KEMMICK
"Convery, who has been working with the city as a contract employee on the deconsolidation issue, said Yellowstone County District Judge Russell Fagg also has to approve a stipulation agreed to by the city and county.  Law enforcement services in the county were consolidated in 1976 by a public vote. The stipulation would allow deconsolidation to take place with the approval of the City Council and County Commission but without another public vote."
