Despite Big Taxcuts, 30 year Winning Streak for the Rich Ended by George W. Bush
The man who could do nothing right has even diminished the national pride and glory of the American super-rich, as reported by the New York Times. If starting an aggressive war based on political calculation and lies is not a crime, then surely reducing the coffers of the rich by running the American economy into the ground must qualify as a crime against superfluity.
Besides destroying Iraq, killing thousands of Americans by his actions, failures or pure neglect to do his job, starting conflicts he couldn't finish, torturing, lying, locking up or just invading the privacy of Americans, could the damage done to the net worth of the wealthiest Americans be his most heinous offense?

People losing money, no matter their economic status, is the least of the crimes of George W. Bush.
In any normal circumstance, the death of so many because of his lies and the lies of persons in his administration is treason by any standard. This is punishable far beyond the punishment of causing people to lose money. That his lies are commonly known and accepted as such and have gone unpunished is possibly, even likely, an even worse crime because it was committed by the entire congress. There is just no way to escape the fact that George W. Bush knowingly made false statements about the state of Iraqi WMD etc.

I am sure the congress knew in 2006 when democrats took over what the inevitable outcome of an impeachment proceeding would be. They didn't have the stomach to pursue it because of that certain knowledge. This will remain forever the most significant crime ever committed aginst this country for which there was no action taken. This was not even political. It was purely the fear of knowing what the outcome of impeachment as stipulated by law had to be.

I have one more comment and then I'll shut up about this.
I am sure the political conjurers in the Bush WH considered every aspect of this and knew that Bush could do this and that there would be no repercussions. They correctly assessed that the trauma that would befall the nation would prevent a challenge to their action and to the possibility of an impeachment proceeding. Of this they were absolutely certain. They knew their risk exposure was a flat zero. And they were right. Pelosi understood exactly every bit of this and wanted no part of it. Bush laid a bet so big there was just no chance it would be called. And everybody blinked.
In every way this was a crime of treason with intent.

congress knew in 2006 when democrats took over what the inevitable outcome of an impeachment proceeding would be.
The outcome would be:
1. Acquittal by the Senate as no Republican and some Democrats would not vote for conviction, it takes 66 Senators votes to convict.
2. Cries of Nazism and treason by the Palin/Bush Base wackos, fully supported by media. Pelosi compared to Hitler or Idi Amin on the Fox News/Limbaugh right wing echo chamber.
3. Claims the Democrats are in league with the terrorists and hate the troops and America.
4. Claims Democrats are trashing freedom and the Constitution by impeaching George W. who just wanted to protect them and kill a few brown people which is as American as apple pie. etc etc
....in seeing their reaction to a health reform bill, an impeachment would have sent a significant portion of the nutjobs in this country 'over the edge', and would not have succeeded in convicting Bush or in fact finding out anything more than we already know (does anyone think any of the Bush folks would ever tell the truth in any circumstances short of facing a firing squad and being forced to rat on their buddies?) Bush certainly deserved impeachment, but this country was not ready to face the crimes he committed or see that justice was done to the tinpot dictator from Crawford.

One major problem you failed to mention. The four you did mention are invalid considerations in a court of law.
The senate hearings would almost certainly have revealed the intentional misrepresentations of the administration. This would leave the senate with their hands securely tied. The presentation of evidence in a court of law would be impossible to ignore.
