More on YPM's fraudulent activities from the Phoenix New Times


In an 8/21/08 story in the Phoenix New Times, Sarah Fenske reports that thousands of voter registration forms may have been tossed in the trash when Mark Jacoby and YPM skipped town.

"...But I think it may be a problem involving lousy subcontractors. Everybody in town seems to have used YPM LLC, a Florida-based company owned by Mark Jacoby. And Jacoby's group is at the center of Jack Bickley's most damning allegations. (Jacoby, who has left town, did not return calls for comment by press time.)

Bickley says that Jacoby encouraged, and even expected, behavior that could well be criminal under Arizona statutes.

Jacoby, he says, had a system where a trainer would be assigned as many as six new circulators. Even though the trainer would be nowhere near the circulators while they collected signatures, he would still sign the back of their petitions, attesting that he'd personally witnessed them.

"The person who signed the back was not present when the petitions were signed," Bickley says. "How could he be? He had five or six people working under him at different spots around town."

Both Jacoby and Jenny Breslin, who owns JSM LLC, served as subcontractors on all the initiatives handled by Petition Partners. (They also contracted on the Arizona Civil Rights Initiative.)

Both Jacoby and Breslin have generated controversy in other states.

In Massachusetts in 2005, a college student told the Associated Press that Jacoby trained her in bait-and-switch techniques, including telling people they were signing for one petition while their signatures were actually captured for two. "The fraud was looked upon as a game," the student said.

As for Breslin, her signature-gathering company was subject to a criminal investigation in Ohio after allegations of fraudulent voter registrations, according to the Akron Beacon Journal. (Apparently, the probe was dropped without charges being filed. Breslin could not be reached for comment.) She also came under fire for allegedly turning in forged signatures in Florida, the paper reported..."

In 2004, the St Petersburg Times reported that Jacoby and YPM were in hot water almost immediately after Jaocby registered the company in 8/04.

at the moment, I am reading an excerpt on Google from Fooled Again: How the Right Stole the 2004 Election by Mark Crispin Miller. The excerpt mentiions that Mark Jacoby was brought into help Nathan Sproul of Sproul & Associates.

I think we should check on what Sproul & Associates, Arno Consultants and Voters Outreach have been up to this year.

Voters Outreach is the firm that was accused of tossing voter registration forms enrolling Democratic voters in 2004.

Jacoby's name sounded familiar. It seems as though he can't help himself. The stories detailing his arrest today say he's 25 - which would mean he was 21 while perpetuating the frauds in 2004.

The St. Petersburg Times story from 2004 notes the various levels of "subcontracting" -

YPM "Young Political Majors" - owned by Mark Jacoby and incorporated at a "Town 'N Country residence"

Which worked for JSM Inc - owned by Mark Jacoby and Jenny Breslin

Which worked for Arno Political Consultants (of Sacramento, CA)

The Arizona story you quote above has JSM subcontracting for a company called Petition Partners

And then there are the other frauds that all seem to track back, at the grassroots level, to one of Jacoby's companies.

Why did the Breslin investigation stop in Ohio in 2004? Did Secretary of State Blackwell intervene somehow?

It would appear that Mark Jacoby has left a lot of ill will in his wake.

C92, YPM and another outfit, JSM Incorporated, are both located in the Tampa area. JSM is owned by Richard and Jennifer Berlin.

Mark Jacoby appeared to get his start in the business from Nathan Sproul's overflow in 2004. Sproul & Associates took in more than $8 million from the RNC, according to Mark Crispin Miller.

Who is getting that kind of money this year? Sproul now operates the Lincoln Strategy Group out of Arizona but he is only down for $175k from the McCain campaign.

No American Future Fund, no Free Enterprise Coalition, no Swift Boat Vets, no Progress For America. American Future Fund doesn't seem to have much force.

What's going on? Where's all the money?

BTW, I posted a couple of comments about the American Center for Voting Rights etc in a TPM MR post that you might be interested in.

I'm wondering if Richard Berman or another lobbyist is orchestrating the ACORN attack.

Jenny Breslin is Mark Jacoby's mentor, if he has done anything illegal Jenny Breslin is in on it. Jenny negotiates all of Marks contracts. Hopefully she will be right behind him in prison. I also heard from industry insiders that Mike Arno is planning on having Jenny as his partner at APC god help us!
