OK here is the drill on HCR...
Reid needs to whip the D's in shape. They need to vote en masse to send a bill to the floor and cut off any attempts at a filibuster by the R's. Any D senator can vote any way they want to once the bill reaches the floor, and if it contains a public option (which I suspect it will) those who oppose it on conscience or out of reelection concerns can vote 'no', but there needs to be a vote.

There aint no dem who will vote for filibuster and the only real threat would be lieberman. They will have to bring in Byrd on a stetcher....but...

Threaten to strip Lieberman of his committee chairs. He is only chairman of any committee because of the good will of the D's. He needs to reciprocate and show that he is part of the caucus if he wants those perks.
And knowing Byrd he'd probably order people to wheel him in to the Senate on this vote. Hope he gets better and can walk in though...

The pressure is on Reid. He could have a revolt on his hands from the left wing of the party, who he needs to continue being Majority Leader if he gets reelected, if he shows he can't effectively lead the caucus.
HCR is too important an issue to the American people, and the country, to let it die a procedural death. And to let this important an issue die that kind of death will show an absence of leadership.

Hopefully they will do as you outline, but I'm not sure that will occur. Bernie Sanders has been pushing this very line of thinking for many months but the spineless Democrats haven't decided to take this path.
