My attempt to format posts for readability in new Cafe

First para. I am determined to get my blogs and posts to be as easy to read, in term of format, as possible. [I want this as its own para, starting on a new line from MemberName]

 

This is second para and I want a blank line prior to this 2nd para. In preview I get a blank line.

This is third para with no blank line between number 2 and 3 paras.

      Fourth para where I "typed" 6 spaces on the line prior to "Fourth." On preview I get just 3 spaces prior to Fourth

Fifth para using Cafe easy editor block indent of the whole para again to make a quote or point easier to read.

              Sixth para. To get long indent I "typed" 6 spaces, then I copied those 6 spaces intending to get 12 spaces prior to "Sixth." On preview I get just 6 spaces.

Edit 2nd time - while I intended to use this blog for my own use, in this new software it shows up on the top ( I guess chonologically) of Overheard on the Blogs. I didn't need this attention!

Miers and more, "It's just not right"


There is a growing "it's just not right." This includes Miers and goes beyond.  It came to me watching the Sunday AM shows.

Kate O'Bierne, National Review, said there is something that may tip the Miers balance because it resonates with Americans. She suggested that Americans don't follow the ins and outs of Washington. They don't know Miers' views. But, many see this President nominating a friend for something as important and worthy of respect as the Supreme Court.  Politicos call it cronyism.  Americans see something that's not right.

I wonder if there is a coalescing around "it's just not right." Be it a President giving a friend an important job. Be it thousands in New Orleans without food and water and the Administration did nothing.  Is there power in "It's just not right"?

Honor


If I am Michael Brown and the Bush Admistration we did not act in an honorable way when we did not "move heaven and earth" to help the people of the Gulf Coast, immediately. 

If I am a policy maker in Washinton or a military officer in Iraq we abandoned the military profession's definition of honor when detainees were continuously and systematically abused. 

Tom Delay is not an honorable man.

Michael Brown and compadres are not honorable men.

Everyone from Albeto Gonzales, Don Rumsfeld, the military command down to the troops did not act as honorable men.  There are some exceptions. Why the next Supreme Court nominee won't be a partisan firebrand


Think about it: the moment Harry Reid utters the word, “filibuster,” Bill Frist counters with: “nuclear option.”  After a five-second pause, the media asks: will the Gang of 14 allow the filibuster or exercise the nuclear option?  The battle lines will drawn.  With Reid and the fighting Dems ready for war and Fristy and the wingnuts backing Dear Leader, it will boil down to the White House versus the Gang of 14.  Karl Rove knows that losing those seven Republican Senators would be the end of Bushism as we know it.  Does he really want to go there?

It’s not certain the Republican half of the Gang turns on Bush, even if the nominee is outrageous.  They might not.  Then again, they might see a president with approval ratings in the high-30’s trying to re-shape the judiciary for pure political gain.  Moreover, they could decide backing a White House on the verge of lame duck status isn’t worth it when the result might be Roe v. Wade overturned within a year or two.  John Roberts may stealthily chip away at abortion rights, but Priscilla Owen would spit on them.  Do McCain, Spector, and Chafee really want to team with George Bush and Bill “the Insider” Frist to take away the Right to Choose?  I don’t see Rove risking it.

Besides, Chief Justice Roberts is an impediment to the next nominee.   The man was too qualified, too polished, and too perfect.  The next nominee is sure to look…small in comparison.  They won’t evade questions like Saint John and if he or she has a history of anti-abortion rabblerousing, non-denial denials will look especially bad.  He’s a tough act to follow.

In the end, I see Rove trying to thread the needle on this pick.  In an ideal world, he finds someone Republican moderates can back and Democrats hate.  The big score would involve the Democrats trying to filibuster and getting slapped down by the Gang of 14, but at this point, he’ll settle for creating a nasty split within the Democratic Party.  All he has to do is visit TPMCafe to see what a dip in Bush’s poll numbers does to Democratic unity (hint: we start fighting amongst ourselves over how to take advantage). 

Karl might be almost out of options, but he ain’t dumb.  He knows what another “stealth” candidate would do to the Democratic base.  We won’t be able to help ourselves – we’ll be forced to scream for a filibuster regardless of what the nominee says.  Meekly allowing another Bush nominee on the court is simply unimaginable.  Karl’s best bet is to find someone who says exactly what Roberts said and hope for a Democratic overreaction.  Either the Dems try for a filibuster they can’t get, or engage in a brutal internal struggle with Senators voting “YEA” threatened with excommunication by the liberal base.

Everything was Fine until God called Bush, Noah


When the floods came the world changed for Bush:

You put the trusted few in the most important jobs until God changed the game and now you have to rely on second team  domestic appointees.

You successfully dictated to Congress until God gave you the most difficult congressional problem, a need for massive new spending that will go to only 1 region.

You catered to your white evangelical corporate base to the exclusion of all others until God flooded a city with poor black folks who vote Democratic.

You issued decrees about "No Child Left Behind" and left the work to others until God gave you a problem that requires you do real work with concrete deliverables.

You did your best work in a controlled, orchestrated evironment until God forced you to leave the bubble and adapt.

Budget Cuts to Pay for Katrina, but not Iraq


I expect they will ask for federal budget cuts in the amount of the Hurricane relief, which will amount to a permanent budget cut. If you take $200 billion out now, then in future years to put those programs back in will require a defense of why they need to be added.

I expect budget cuts to pay for the hurricane based on reading talking points for Bush talk to nation on Katrina:
"...winning the war on terror or funding aftermath of Katrina. We have to do both that means we’ll have to cut spending where else to make sure we are fiscally prudent with the taxpayer’s dollars."

In contrast, I have never heard that we had to cut anything to pay the cost of Iraq. We just moved the Iraq costs off-budget, cut no major federal spending and reduced tax revenue.

How did Karl, Karen and Laura Miss the Boat?


While it makes me angry, I can comprehend how this Administration's theories of government and incompetence led to inaction. 

Given the detached manner of this President, inaction is entirely possible.

What I cannot fathom is why Karl, Karen and Laura did not take the initiative to get the President to act as hero on the Gulf Coast?

Rebuilding is about local ownership


The solution is not big, in fact it is about ownership. Provide the money and let the people who will "own" the societies rebuild them.

The Administration's rebuilding approach is outmoded and counterproductive. Scott McClellan
  "We need big ideas and big solutions to address these enormous challenges…. [President] wants people to think big so that we can solve these problems that are ahead."

What could be clearer that big centrally planned projects are a disaster than the US in the 60's and Iraq.  We are still trying to undo the damage to communities from the 60's development  approach.  The billions spent on Iraqi reconstruction have done nothing. 


 

Eyes and a heart would help Washington


As of 9/9, David Ortiz and another star Dominican baseball player Vladimir Guerrero (“Anaheim” Angels) are donating $50,000 each to Katrina relief and challenging every major league baseball player to join them.  Ortiz, “we are going to challenge all baseball players … to do the same thing, especially every player from the Dominican Republic. We have received help from the US and now these people are struggling."

Will Katrina be off-budget like Iraq?


Will the Admistration use the budget sleight-of-hand by putting Katrina aid off-budget?

With Iraq, the Administration started the funding off-budget and has kept it there in each subsequent year.  If they follow the same approach with Katrina then they can finesse proposed tax cuts and benefits cuts.

I use the phrase off-budget but is it better to use the label off-the-books? 


     

Rebuilding: The Nightmare Scenario


If I sat in this White House I would establish the guiding principles:

·    Rely on the private sector to provide the jobs

·    Promoate local and state government self-sufficiency, reducing federal responsibility.

·    Support the dominant industry in the region, petrochemicals.

·    Support rebuilding this part of the energy industry to make the United States more secure.



If I sat in this White House I would identify specific near-term actions:

·    Eliminate Legal Risk – Indemnify the petrochemical industry against costs/lawsuits caused by past toxic environmental practices and impending cleanup risks.  Dangerous wastes have now been spread around by floodwaters and storm surges. Toxic wastes will continue to spread as water is pumped out of flooded areas into wetlands, lake, river and ocean.

·    Contain Environmental Testing and Analysis – Limit public notification of environmental testing results.  As a region home to toxic industries and considerable corruption, the current/future testing results will be very problematic.  There are two choices:  (1) assert federal control over all testing and classify the results under auspices of a DHS "security" mandate or (2) assign testing responsiblity to the local and state governments who lack the funds and expertise to manage a rigorous testing program, plus have an incentive to rebuild their tax base quickly.

·    Modify Waste Disposal Categories – Assure lower cost and faster cleanup by modifying the rules for disposal of wastes from the Gulf Coast areas. The existing waste classification and disposal regulations will be eased and/or suspended.  Existing classifications of waste and corresponding disposal rules require either isolating the different types (i.e., from garbage to high level toxic) or putting all of it in the most stringent waste disposal category. 

·     Expedite and/or Suspend Regulatory Mandates/Laws – Fast-track the rebuilding of the petrochemical industry and infrastructure by easing environmental regulations and loosening the public notification and involvement processes.        


If
I sat in this White House I would envision the rebuilt petrochemical facilities and the vibrant regional economy making us a more secure nation. 

If I sat in this White House I would know I am blessed to have a President with compassion and the leadership to strengthen the US. 


   The author's nightmare scenario is based on no particular environmental expertise but a corporate experience in an industry with extensive environmental challenges.  I hope those with the environmental expertise will speak up.

What do Iraqi Labels Hide?


Why should I believe the simplistic subgrouping of Iraqis tell me much of value in understanding the complexity of Iraq?  If someone lives in the Kurdish area of Iraq, is a Muslim or was a Baath party member does that automatically translate into favoring a type of government or holding certain values?

If I tell you I live in Idaho (as I did) stereotypes paint a picture of my politics, values and musical preferences.

If I tell you I am an Ivy Leaguer (as I am) stereotypical labels suggest my politics, intelligence and economic status.

If I tell you I am a sports fan (as I am) the labels emphasize a lack of "deep thinking" and a preference for certain "adult beverages."

When it comes to Iraq I need more than simple labels that presuppose political leanings, cultural values and religious beliefs.  I expect depth and sophistication about the forces and peoples in Iraq. I am more than the labels attached to me and so are the Iraqis.  

When Professional Expertise is Counterproductive...


The Bush Leaders and Politicos have strong-armed and/or ignored ranks of careerists who spend their lives serving the US. 
 - Military professionals
 - Military lawyers
 - Intelligence profesionals
 - Foreign policy professionals
 - Diplomatic professionals

Given their expertise, what if all these career professionals could  speak publically? 

Immediately Impose Current Penalties for Disclosing Classified Information


Those who work with classified information/documents are already covered by more than the law about knowlingly disclosing... that Fizpatrick was hired to investigate.

We need some experts to come forward with the rules and penalties governing disclosure outside the appropriate bounds.  For the actions we are already aware of I am guessing the standard government employee/member of military would already be facing some repercussion.

Legal Question re: blog entries by security personnel


Can those posting to internet blogs potentially find their entries part of a legal investigation?

We all benefit from input by military, foreign policy, other government officials who submit "anonymous"  entries.  Assuming they use non government computers, are they still vulnerable to being found out and then handled as wayward government employees?

How about the rest of us, are our entries part of a document trail that could be investigated by legal types?
