BAGHDAD, Iraq (CNN) -- America's top military commander in Iraq has sent a letter to troops challenging them to "occupy the moral high ground" after a Pentagon survey showed some service members were reluctant to report the "illegal actions" of fellow personnel.

Survey results also showed that about 10 percent admitted mistreating noncombatants or damaging their property when it was not necessary.
Only about 47 percent of Army soldiers and 38 percent of Marines agreed that noncombatants should be treated with dignity and respect.
In the letter, Petraeus also underscored that torture to obtain information from the enemy was "wrong."
More than a third of soldiers and Marines reported that torture should be allowed to save the life of a comrade.
"Beyond the basic fact that such actions are illegal, history shows that they also are frequently neither useful or necessary," Petraeus said.
Gee, I thought according to this administration torture was OK as long as the subject doesn't suffer organ failure or die. I mean, it's not torture unless there is organ failure or death. I mean, do as we say, not as we do.
Yesterday Gonzales would not say whether or not any US citizens have been handed over to foreign governments to be tortured. He tried to qualify his answer, but plainly he was not willing to put himself in danger of perjury. Meaning he believes it is a distinct possibility.

means of checks and balances
are put in place.
Oh, that's right... Our Constitution mentioned checks and balances. I guess what we really need are some members of Congress who have the courage to challenge these monsters.
Maybe '08 will finally deliver the message they need to hear. "We The People" hoped it was delivered in the '06 mid-terms but Republicans in the House and Senate continue to support this evil, corrupt, incompetent and dishonest administration.
