Huh? The story that I read said that Obama asked Bush to notify Congress that he (Obama) plans to seek the remaining $350bn

"My colleagues in the Senate will not vote for any additional funds unless they're assured by the Obama administration that these provisions will be a part of it," Dodd told "GMA."
Personally I would no trust Bush any further than I could throw him.
If Obama wants the money, he needs to wait and as himself. Too many a slib between the cup and the lip.

Especially since nobody knows where the first part went and the banks won't tell.

I'm still confused - Obama's the one who's telling Bush that he wants to get access to the rest of the TARP asap. Your post makes it sound like Bush is the one asking for it on his own. Did you read my link?

No..Obama wanted Bush to ask. Kind of like having your brother ask your mother for a cookie for you. The chances of you seeing that cookie are just about nill.

Obama couldn't ask himself b/c he's not President yet.
But sorry to be dense but I am still confused why you think Bush has "some nerve" for asking for the 2nd half. Again, below is what Obama said:
"In consultation with the business community and my top economic advisers, it is clear that the financial system, although improved from where it was in September, is still fragile," Mr. Obama said. "I felt that it would be irresponsible for me, with the first $350 billion already spent, to enter into the administration without any potential ammunition should there be some sort of emergency or weakening of the financial system."
I don't see how you can pin this request for the 2nd half of the money on Bush
