The goal is to appeal to the middle class, but:

"Among the measures being considered are tax cuts – perhaps temporary – for capital gains and dividends, the officials said."

Cutting tax rates on capital gains and dividends does NOT help the middle class.

It's more tax cut snake oil: Rhetoric for the middle class, and tax cuts for the wealthy.
