I have to give much credit to my governor, Ed Rendell of PA, for this point. I had thought of it many times, but not in such a succinct example:

You are in a lake struggling to keep your head above water...drowning. You look to the bank of the lake to see if there maybe anyone there to help you. There's a man standing there and he's holding a rope ready and willing to throw it out to you...
