We have no foreign policy
If we seek to understand American foreign policy in terms of a rational engagement with international problems, or even as an effective means of projecting power, we are looking in the wrong place. ........................................ The US does not really have a foreign policy. It has a series of domestic policies which it projects beyond its borders.

We don't and I don't know if our system really allows a coherent, sustained foreign policy. One policy we have followed through on is the Carter policy that the Middle East has the oil and we will not allow any other country to control the region. That seems to be one of the few constants in our foreign policy.
