The Right plans to bludgeon Obama with the "Global Poverty Act"

Virtually every email I get from the RNC, Human Events and the American Family Association includes some reference to the "Global Poverty Act," which they describe as a massive "global tax" that Obama wants to impose on the ever-suffering American taxpayer.  I've never heard a peep about this from the TPM or DailyKos crowd, yet it's reaching the level of an idée fixe on the Right. 

What's up with that?  Does anyone know the real deal on this? 

It is usually portrayed as a big step toward world government and a
global redistribution of wealth out of American pockets.  I assume it is probably a run-of-the-mill UN-related bill that is being completely misrepresented, but it's important that we be aware that this is the sort of stuff the Right is peddling to its loyal followers.


The RNC declares:

"While stumping for the support of his party’s leftist base, Obama proclaimed, 'we
can't drive our SUVs and eat as much as we want and keep our homes on
72 degrees at all times . . . and then just expect that other countries
are going to say OK.'


And now he’s putting your money where his mouth is.
A bill he has sponsored in the U.S. Senate, the so-called Global Poverty Act (S. 2433), would raise the amount of American tax dollars allocated to United Nations’ redistribution efforts to $845 billion.  That’s $2,500 from every American taxpayer, when many in our country already are struggling to make ends meet."


And the Center for Individual Freedom says:

"Tell them that is unacceptable and demand they kill
the Global Poverty Act once and for all. Make it clear that patriotic
Americans will not tolerate the funneling of $845 BILLION into the pockets
of corrupt third-world dictators or hate-America bureaucrats at the United
Nations."


"The
Global Poverty Act would be a giant step toward the [United Nation's]
Millennium Goals of global governance and international taxes on
Americans."

Never heard of it. Next the American tax payer has been tolerating giving billions to corrupt third word dictators for years at the hands of both Republicans and democrats. Now is different why?

You can see bills at http://thomas.loc.gov. Search for "s 2433". Here you would want to read the "Reported to Senate" version.

The bill itself mentions no numbers (except the G-8 resolutions regarding Africa from 2005 agreed to by the Bushies) but refers to
the Millennium Development Goals. There may be some estimated costs related to the MDG but I do not feel like looking. In either case, it seems likely these figures are from some "think" tank.

Probably the single most effective thing you can say to the people susceptible to this type of propaganda is that removing or severely reducing poverty around the world will do more for the national security of the United States and combating terrorism than any other military or non-military solution.

And it only costs 1/10th of what Pentagon would need to achieve a fraction of the same.

Oh, and you probably want to point out that Joe Average is not going to get a bill for $2500 or see a tax increase--ANY tax increase--because of this even if we accept their highly doubtable figures, since it is just the total divided by the number of taxpayers and not the actual tax scale being used.

Although that notable ultra-liberal Chuck Hagel sponsored the bill too.. I guess we lost this one.

Ok now I have done a bit of research:

But whoever came up with these figures isn't the final authority on these matters. The Congressional Budget Office is. And CBO's official cost estimate shows the $845 billion figure to be just a tad inflated. To wit:
S. 2433 would require the President to develop and implement a comprehensive strategy to reduce global poverty. The strategy should include, among other things, more effective forms of development assistance, coordination of efforts with other countries and international organizations, and continuation of existing initiatives to reduce poverty and disease in developing countries. The bill also would require the State Department to prepare several reports describing the strategy, its implementation, and the progress made on achieving the objectives for reducing global poverty.
Based on information from the State Department, CBO estimates that implementing S. 2433 would cost less than $1 million per year, assuming the availability of appropriated funds.
Now, I don't follow the particulars of global anti-poverty policy that closely, so perhaps I'm missing something. (I'll try to do some more checking in the morning.) But it certainly appears that the Republicans are telling a pretty bald-faced lie about Obama here.

Of course, that wouldn't be so new or surprising either, would it?
