Data Mining Abramoff Emails
Congressman Waxman issued a draft report. One file contained emails from a law firm, connected with the DoD emails. At least two different counsel representing two different client-emailers listed in the Abramoff report are also in the DoD emails.
There is another file which may be of interest.
One of the email accounts connects to the RNC. This was an issue during the US Attorney firings. The Vice President's legal counsel has an email account with the same ISP.

- If a law firm has a problem with actions against the GOP, is it normal to go to the White House to seek assistance?

The problem is the Abramoff emails -- in a different set than posted on the Committee Oversight -- disclose the very things counsel says they won't testify.
Page 127 shows Farley was the intended recipient of the Tickets; and that she was called the "White House contact."
The July 2002 email [GTG-4002435, 0016111733] shows Bozniak and Abramoff discussing tickets.

This shows Farley was sophisticated, and knew of should have known subpoenas would be possible and the records should be retained?
They bypassed the emails to avoid lawsuits. That doesn't solve their problem: The emails weren't retained despite the known, foreseeable, and discussed risk of a lawsuit.
How did Farley know of this foreseeable risk of a lawsuit?
What role did they have in the "preservation" of WH emails?

Preliminary Assessment
Waxman's findings need to address more than the alleged criminal activity, and outline what steps GAO and the Executive will take to reform the mangement of Indican Affairs.
The United States appears to have bungled the operations in re Iraq, Louisiana, and the 500+ tribes. The United States needs to better work with the courts in overseeing the Indian affairs. A day-to-day quick response isn't satisfactory. The President needs to show there is a management plan in place; and personnel assigned to Indican Affairs understand complex program management.
It would be interesting to get the residents of Louisia, Iraq, and the Tribes in one room and ask,"How did the United States botch this?"
The committee should ask for management plans, program schedules, and the systems the President and staff use to manage these issues. The same shortfalls we've seen with the Iraq reconstruction audits appear similar to the problems of US government assistance for Indian reservation management and why the Katrina response proves to be a disaster in itself.
Would like to see recommendations that rise above the criminal issues, and discuss potential solutions to management problems within Interior and the White House. These would be helpful for a public discussion; and evaluate each Presidential candidate's plan to address these committee concerns and recommendations. When the US can do at home in Louisiana and the Indian reservations, the world might take seriously US government claims it might offer something for Iraq or Iran.
Would like to see some discussion on IT changes, and how the information/data will be better preserved, regardless which party controls the government.

The committee report needs to be clearer about the "instructions".
Adverse inferences are warranted:
Farley wasn't in the position to provide "instructions". The could retransmit information and impressions. The question is who was the sourceof those instructions. McClellan may be able to provide some insight into the ground rules on emails, and why things were or were not included in emails.
It appears she was advised of the risk by legal counsel either in the White House or elsewhere; or someone in the GOP political office; or someone in OVP who was using the GOP email systems.
