where can I find a candidate how will treat the gas tax the way I think it should be?
every month increase the tax by a nickel/gallon. Cap it so that the price of gas is never more than 50% tax. Put the money into various energy(non fossil) and transport(rail) projects needed for a country using less oil.

hmm. here's a guess. it's not listed among these issues, but he might very well support your position, or some close version of it.
