you're right in that the goals the surge was supposed to meet haven't been met.
that said, i don't really think it matters if the surge has worked or not. The iraq war still remains the biggest foreign policy disaster this country has initated and Barack Obama was right about it and John McCain was wrong about it.
Someone said yesterday, that you don't praise a surgeon who stops the bleeding after he amputated the wrong leg.
I think the surge is kind of like that. If you want to argue the surge has worked, fine. But the "success" of the surge doesn't mean we were justified in going into Iraq in the first place.
