The strategy is actually rather brilliant.
Years of naval grazing have led to the notion that polls are "news".
So now you can almost write your story around whatever "news" you like -- in this case a push poll.
FNC can now lead off their news hour with "Nearly half of Americans polled claim that their friends and neighbors are scared of Barack." I think this "story" will run for weeks.
One culture takes one more step down into decadence...
Next step: why even bother taking the polls themselves? Why not just make up numbers? Perhaps someone will at least hold Fox to disclose their sampling techniques, etc.

Regarding the FCC:
Tankard's info is woefully out of date. Powell hasn't been a commissioner for a while. And unlike his claim of 3 commissioners, there are 5.

Yes, no one yet has ever been able to copy the US entertainment industry, the Hollywood type.
I do think, however, that often there are serious challenges for the entertainment provided by Washington DC. Fortunately, we do remain strong contenders.

I disagree. Congress and the FCC have a lot of oversight -- just see the craziness about wardrobe malfunctions. Congressional pressure is a valuable tool (in addition to others, including the ones you mentioned).
Who knows? Maybe the fairness doctrine goes back in place. Pendulums do swing both ways.
