I believe Reid is just stringing Lieberman along. They don't want him to go full-on GOP now.
But if Dems get a significant margin in the Senate, Lieberman will be kicked to the curb - too many loyal Dems to reward to keep a traitor in a powerful position.

Huh? I might understand not bothering with "small" contracts as it might cost more to investigate that what it's worth, but it would seem that it would be very easy to lard up larger contracts with all kinds of extraneous fees, etc.
