Whose Voodoo?
David Brooks is doing his "culture" dance again this week, spinning profound truths about culture's real importance to economic success. But he's doing it in a slippery way that dooms him and his fans to another big fall.
On Tuesday he told us that Jews are so phenomenally successful because their culture is literate, symbolic, and mobile. Today he tells us that "Haiti... suffers from a complex web of progress-resistant cultural influences. There is the influence of the voodoo religion, which spreads the message that life is capricious and planning futile. There are high levels of social mistrust. Responsibility is often not internalized."
Let's leave aside the fact that it takes something very special to react to Haiti's disaster as Brooks is doing. It takes the special thing that Republican spin-doctor Linda Chavez showed when she reacted to the hapless desperation of black Katrina victims by saying that we were dealing there with people who sit home and wait for help to come instead of getting up and doing things. Actually, that was true of the Bush administration -- not just FEMA, but the Army Corps of Engineers and others who'd built the levees, blocked public school bus drivers from evacuating victims because private carriers were preferred, hired Blackwater guards to take care of security in New Orleans, etc.
In truth, progress-resistant cultural influences similar to those in Haiti have been soaring in America, thanks not to "third world" immigration but to a significantly white, faith-based, free-market culture that drives what George H.W. Bush once called "voodoo economics" - the extreme, free-market kind Brooks finds so liberating, even when he acknowledges its fragility.
It's a contradiction the "culture matters" crowd can't face: The fragility of the enviable culture that Brooks attributed to Jews (and not only them) on Tuesday has something to do with the hole he sees in the Haitian culture he pities today. That pitiable culture isn't found only in Haiti "and other poor countries," whose history is more complex and brutal than he allows. It's rising in the America of Sarah Palin, tea-party paranoids, and shoddy infrastructure -- and not mainly for the reasons he says Samuel Huntington gave.
Writing about the first type of culture, Brooks boasted on Tuesday that while Jews are only 2 percent of the US population, they're 21 percent of the Ivy League student bodies, ... 51 percent of the Pulitzer Prize winners for nonfiction. Globally, where Jews are only 0.2 percent of humanity, their achievements are even more disproportionate.
Why? "The Jewish faith encourages a belief in progress and personal accountability. It is learning-based, not rite-based. Most Jews gave up or were forced to give up farming in the Middle Ages; their descendants have been living off of their wits ever since. They have often migrated, with a migrant's ambition and drive. They have congregated around global crossroads and have benefited from the creative tension endemic in such places."
If you're really interested, read the brilliant Berkeley anthropologist Yuri Slezkine's The Jewish Century, a book Brooks doesn't mention because it tells a side of the story he skips. Brooks' catalog of disproportionate Jewish achievements doesn't mention or explain the impressively disproportionate percentages of Wall Street investment bankers who are Jews, or University of Chicago "free-market" voodoo economists like Milton Friedman, or neo-conservatives, or, for that matter, the percentage of David Brooks' most loyal readers who are Jews.
Slezkine does more than mention all this -- not Brooks readers, of course, and not always the actual percentages in other, identical categories, but he does present equivalent data and discuss the phenomenon, about which he is brilliantly candid in ways Brooks and his sources are not.
Brooks can't help but hint at what Slezkine explores richly: All this Jewish mobility (anti-Semites used to call it the "rootless cosmopolitanism" of the eternally damned "wandering Jew") brings a certain vulnerability. It also brings preternatural insecurities that have driven some Jews to a bombastic, over-compensatory neoconservative patriotism in certain countries we won't mention and to dubious, world-changing projects - such as Communism, that other side of the capitalist currency, to which Jews have also contributed disproportionately.
For plenty of compelling reasons, these vulnerabilities and over-compensations also drove the creation of the State of Israel, which can't be mobile but is becoming even more jumpy and skittish than Dubai, not just because of "the Arab threat" but because Jews' culture and economy remain global, mobile, and therefore jumpy in essence.
This is the result of a kind of decision, not of fate. The deep cultural predispositions Brooks mentions determine what Israel has become just as much as have riptides in the global economy or new dimensions of the Arab threat. That's what he has to acknowledge in order to argue, as he does today, that culture matters as much as a devastating earthquake in determining Haiti's responses.
He even claims that culture is the reason so many people have died in Haiti, compared with the number that died in an equally strong earthquake north of San Francisco Bay in 1989. I can think of a few other reasons, but Brooks is keen to give us another huge, culture-driven disproportion!
The explanation for it, he tells us, is that Haitian culture's view of life as capricious and of planning as futile, its high levels of mistrust -- even its failure in child-rearing practices to help individuals internalize a sense of responsibility -- all explain the corruption, economic underdevelopment and shoddy building construction that didn't plague Marin County in 1989.
But aren't these the very problems -- this "sense that life is capricious and planning futile," these "high levels of social mistrust," and these failures to make people internalize a sense of responsibility through good child-rearing practices - that are now ruining California and much of the rest of America?
Isn't the cultural breakdown going on all around us reflected in the wild popularity of Sarah Palin (whose own child-rearing practices are open to question), the rise of faith-based as opposed to reality-based thinking, and the rest -- all rising alongside the infrastructure failures, the financial meltdown, and the dispossession of millions of Americans from their homes, pensions, and civic hopes?
A "sense that life is capricious and planning futile," David? Tell it to Goldman Sachs. And get back to the part of your story that you only wink at but that Yuri Slezkine tells. I don't really mean the Jewish part, which I mention only because you devoted a column to one side of it in your zeal to show us that culture matters.
Well, then, show us how it does really matter, this culture of voodoo economics, of the Chicago free-marketeers, and of the Wall Street investment houses whose arguments and idioms you've recycled for so many years at The Wall Street Journal, the Weekly Standard, and The New York Times. It matters so much that now it is coming back to bite you, and you can't pirouette away from its sting.
Culture does matter, but not as a talisman to scare off one's economistic opponents. They, too, have their failings and blind spots, and the "culture matters" crowd does have a point. But it is a dangerous instrument, even a lethal one, if one wields it as irresponsibly as Brooks does this week.

While Brooks yikety-yaks away, Haitians are digging people out of rubble with their bare hands and doing their best to look after their loved ones. A survey of

reveals that there are people on the ground right now organizing, helping, mapping things out, communicating with each other, bringing in supplies from the Dominican Republic, amputating limbs under difficult circumstances.
As I recall, lots of people wandered around in the streets of San Francisco after their earthquake, but getting people in to help wasn't as difficult.
If Brooks had any real sense he'd be calling his friends to donate to organizations like Partners in Health (www.standwithhaiti.org) that are based in Haiti, came through the quake pretty well, and have already set up clinics in PAP where they are treating victims, instead of generalizing about why aid doesn't work. Maybe he should consider that one of the reasons it doesn't work is that he's never bothered to get his own candy butt in there and do it.

I won't defend Brooks's column, but his column makes a lot more sense than your posting.

Sorta struck me that way too. I read it, though. It really lost me at somehow trying to get Brooks to understand some sort of equivalence between teabaggers/Palin/American fundies with the problems of Haitian culture....and then "voodoo" economics...? Pot calling kettle black sort of stuff going on, but very confused and confusing and very much distracting from the issues brought up just to disparage Brook's modus operandi.
In the Haiti piece, at least Brooks general purpose is raising a specific discussion that's really imminently important, that's going to need to happen pretty soon, i.e., after things have stabilized some, are we just going to keep doing the stuff in Haiti we've done before?

As someone who rode out the '89 quake, I think it's important to remember the Loma Prieta quake was about 60 miles from Sausalito, at a focal depth of 11 miles. Had it been six miles directly down, as it was in Haiti this week, we can expect David Brooks would've spent at least one column belittling the culture of well-fed white folk in Hot Tub Central.
As he points out in his column, Israel's accomplishments are piddling compared to diaspora Jews, which he chalks up to Israelis "forced to devote their energies to fighting and politics." But Jewish accomplishment is most expansive in the United States, where Jewish culture - cohesive by nature of history and its theology of tribal uniqueness - competes with a host culture that prizes individualism and is dismissive of collective endeavor. Given that varying degrees of cultural nepotism are understandable components of human nature, is there any real contest? After all, are we talking about accomplishment? Or the advantages of networking and connection?
Given the quality of Hollywood product today, Brooks' brag that 37 percent of film directors today are Jewish underimpresses.

His underlying theme is that Jews are over the top promoters of whatever culture they find themselves in and thus Brooks needs to acknowledge that Jews are also responsible for the vile capitalism which just failed here in the U.S.
I have a sneaking conviction that I have just heard echoes from a centuries old set of stereotypes.
My impression is that Sleeper is so angry with Israel that he is having trouble hearing Jews praised for any reason.
I don't like Brooks but my guess is that he laudably avoided mentioning Jewish financial successes precisely to avoid invoking these stereotypes.

I just checked the depth of the 1989 earthquake. It was 11 miles down. The fact that the Haiti earthquake was relatively shallow exponentiated its impact. Also, the Loma Prieta earthquake was 60 miles away, not directly below.
But what's 60 miles and nearly twice as deep when that interferes with someone's desire to drip contempt on another culture.

Brooks is a third rate mind who talks superficial specious nonsense that he, somehow, takes as profound, as I imagine some of his witless readers must too. Otherwise he would've gotten the boot long ago. So it goes in the culture of schlock.
And that's an area of discussion one can only wish Brooks had gotten into. Selling schlock to the goyim, as in the old saying. As in Hollywood, for example, as San Fernando Curt so aptly dismisses above.
But all this is neither here nor there. The very idea of framing a discussion of the Haitian earthquake with a comparison of Jews as opposed to Haitians is so ass backwards, it boggles the mind.

The Haitian government was forewarned about the eminency of a strong earthquake in 1998. Although government leaders listened and were alarmed...But, what could have been done? I thought about the circumstances for Haiti and , ultimately, came to the conclusion: Nothing.

I still can't figure why conservatives don't *love* Haiti - it's the perfect example of their policies in action. Massive centralization of wealth, 80% of the populace in abject poverty, weak and/or nonexistent central government and regulations.
Of course, that can be problematic when there's no building code to prevent entire neighborhoods collapsing during an earthquake or hurricane, but I'm sure the "free market" will take care of it...

The city was responsible for disaster planning, and they did a poor job. The state also did a poor job. But you only blame Bush. Oh, that's right, he was the only republican.

Don't be defensive. Bush was the president when FEMA, not the City of New Orleans, prevented the public school buses from running during the evacuation. It was very much George Bush's administration, and not New Orleans, that contracted with those private Blackwater guards to patrol parts of New Orleans instead of sending the National Guard. And it was the federal government, not New Orleans, that built inadequate levees, and while I would be happy to slam any Democratic administration that approved such construction, I believe that it was during the Reagan and first Bush administrations that they were built.
What matters, though, is the philosophy of government under which these things happened. I don't think you can blame a city government for not being able to handle a tsunami, either preventively or in reaction. That's what federal governments are for.

Actually, the Corps of Engineers builds what the local Congressional delegation wants built. Years before Katrina the Corps told New Orleans that the canals off Lake Pontchartrain were inadequate and should have pumps installed, advice the city rejected as too expensive. And where was the Orleans Levee Board or the professors of engineering and geology at Tulane and LSU during all those years the levees were "inadequate"?

Ellen, I know that we all enjoy the pitter-patter of your constant comments on these threads, even when you reverse your principles from one comment to the next in order to keep riding Terminal Irony to its amusing end. But the enjoyment starts to fade when you start to make stuff up, and about half of the points here basically do that by stretching the reality beyond what's actually very useful to anyone who isn't faith-based -- sorry, I mean, Irony-based.
Ray Nagin had no idea how many bus drivers had left town and how many would have backed up their union's offer to get the buses rolling.
You can point fingers on the levee building, but to what end, Ellen, when you don't actually review the actual decision process that actually unfolded in the actual construction of the actual levees that gave way and draw from it some responsible conclusions, or at least hypotheses, about the federal government's role in how they came out.
Anyway, what point are you trying to make -- that we should indeed blame Nagin more than the Federal Government for how this disaster was handled? Hello? Principles? Analysis? or is it really just your governing T.I.?

And how exactly do we know that culture really causes any of the phenomena described? Could not culture actually be a symptom rather than a cause? Jews value learning because they are good at learning. Haitians practice voodoo because their economic and political situation is so hopeless that belief in magic is the only effective balm.
And even if culture is important, how do we rule out other factors that may be even more important: environment and geography (as Jared Diamond might argue); historical advantages or disadvantages; circumstances (random or nonrandom) external to culture; even genetics (as Steven Pinker has suggested)?
Articles like Brooks's are at their foundation pseudoscience--mere speculation used to reinforce one's unproved preconceptions about the way life is. The facts may be much more interesting and informative. But Brooks purpose isn't to understand the truth so much as it is to rationalize his own (and many of his readers') personal beliefs.

The Loma Prieta earthquake was centered in the Santa Cruz Mountains, about 60 miles south of San Francisco. It was not centered in Sausalito, which is north of San Francisco in Marin County. At the epicenter there was large-scale destruction, but the area is relatively remote (by Bay Area standards) and there are no regional first-responder facilities there. In addition the earthquake was much shorter--10-15 seconds--(although the longest 10-15 seconds of my life), unlike Port-Au-Prince, which was 35 seconds. And yes, the length of shaking time is really important. One of the factors that made the 1906 earthquake in San Francisco so destructive was that it lasted 45 seconds. (That one was centered in Santa Rosa, northeast of San Francisco in the Sonoma Valley. Luckily that area was very sparsely populated at the time.)
An equivalent earthquake would probably be one along the Hayward Fault, which runs right through the most densely populated areas in the East Bay. Earthquake preparedness people suggest that, were there an earthquake on that fault, residents should be prepared to take care of themselves for at least three days.
