They were after Clinton;
Jim Guy Tucker was a Clinton political enemy,
Hubble was convicted of a crime committed not while he was in the White House. He overbilled while at the Rose Law Firm, and from what I understand this resulted in Hubbles' stealing money from from Hillary.
Never forget, they were after Clinton, not Tucker, Hubble etc.
