We're Underway
Not three minutes into Lugar's opening statement, it's clear he can't stand Bolton. He hates this - Lugar is a profoundly decent person with a smart foreign policy mind. But he's also a good soldier, and is willing to shepherd Bolton's nomination to the Senate floor.
It's no doubt a pro-Bolton speech, but it doesn't actually say anything positive about him. Instead, Lugar makes clear that Bolton is Bush's choice, not a casual appointment, and has been evaluated thoroughly.
