Booker Wins
Well, there you have it, I guess we may get a chance to see whether my oddball notions (see post below) work out. In all seriousness, I think people tend to massively overrate small city mayors' ability to actually change things. Douglas Rae's City: Urbanism and Its End is convincing on this point -- the structural constraints facing someone in the office Booker's about to step into are simply enormous. It's possible that at some point in the future gasoline will become so prohibitively expensive as to once again make the small city model of residency more appealing to people, but as things stand I'm not optimistic that even a Man of Destiny like Booker can really do the sorts of things people are hoping for.
