At AEI today, Ahmed Chalabi naturally took some questions about the bogus intelligence question. He replied, to the geneal applause of the non-media folks in the room, that we should check out "the reports" on the matter conducted by the Robb-Silberman Commission and the Senate Intelligence Committee. Specifically, he suggested that page 108 of the Robb-Silberman report exonerated him. In fact, page 108 of the report states:
In fact, over all, CIA's post-war investigations revealed that INC-related sources had a minimal impact on pre-war assessments. 405 The October 2002 NIE relied on reporting from two INC sources, both of whom were later deemed to be fabricators. One source-- the INC source --provided fabricated reporting on the existence of mobile BW facilities in Iraq. The other source, whose information was provided in a text box in the NIE and sourced to a "defector," reported on the possible construction of a new nuclear facility in Iraq. The CIA concluded that this source was being "directed" by the INC to provide information to the U.S. Intelligence Community. 406 Reporting from these two INC sources had a "negligible" impact on the overall assessments, however. 407
Another serious flaw affecting the Intelligence Community's pre-war assessments was its inability to keep reporting from a known fabricator out of finished intelligence. Specifically, the INC source, handled by DIA's Defense HUMINT Service, provided information on Iraqi mobile BW facilities that was initially thought to corroborate Curveball's reporting. The INC source was quickly deemed a fabricator in May 2002, however, and Defense HUMINT issued a fabrication notice but did not recall the reporting on mobile BW facilities in Iraq. Despite the fabrication notice, reporting from the INC source regarding Iraqi mobile BW facilities started to be used again several months later in finished intelligence--eventually ending up in the October 2002 NIE and in Secretary Powell's February 2003 speech to the United Nations Security Council. 408
That's a very strange concept of exoneration Chalabi seems to be working with. Page 108 states that the INC provided information to the Intelligence Community that was inaccurate. It states that the INC sources were deliberately fabricating their reports. And it states that the sources were being "directed" to do so by the INC.
it's no stranger than the notion, shared by many at the AEI and in the bush administration, that chalabai was george washington and abraham lincoln (and george bush!) rolled into one!
and certainly no stranger than the notion that the AEI applauded him.
denial, as i'm fond of noting, is a very powerful force, but we are edging into a psychotic level of denial here.

Chalabi has studied at the Karl Rove school of politics.
If you speak a falsehood with conviction in front of an audience predisposed to support you, and you cite plausible false evidence, most observers will walk away convinced not only that you are telling the truth, but that you are well-informed and sincere. Few will bother to check your sources. Many will quote you favorably and pass your argument along until it achieves the status of conventional wisdom.
If the major media pick up on the controversy, they will present it as a partisan disagreement between you and your critics, and those few who have the guts to call you a liar will subsequently be denounced by all the usual suspects for displaying the dreaded liberal bias.
Wash, rinse, and repeat if necessary.

What is Matthew talking about? Is he deliberately lying, or just obtuse?
From the Robb-Silberman report (immediately prior to the quotes Matthew used):
"Despite speculation that Curveball was encouraged to lie by the Iraqi National Congress (INC), the CIA's post-war investigations were unable to uncover any evidence that the INC or any other organization was directing Curveball to feed misleading information to the Intelligence Community. 403 Instead, the post-war investigations concluded that Curveball's reporting was not influenced by, controlled by, or connected to, the INC. 404 "

We are truly inhabitants of the bizarro world when Chalabi, of the nine lives, is received by the Secretary of State and will apparently meet with the Vice-President during his stay.
This man who helped get us into a war with his fabrications, an alleged embezzler, a possible spy, a man who never acounted for the millions the US gave him, this man is still welcomed at the highest levels of government. Amazing!

Now it's my turn to tell you: you're obtuse. Sure, the Republican-led investigation concluded that there was no evidence linking "Curveball" to the INC.
Matt's post wasn't about "Curveball." It was about two INC-linked liars, one of whom "confirmed" Curveball's fabrications, while the other lied about mobile bioweapons labs.
Now do you see the problem with Chalabi and the INC? How many lying sources do they have to provide us with before you start to wonder whether they're actually scumbags, not allies?

What party is Chuck Robb in again?
It was about two INC-linked liars, one of whom "confirmed" Curveball's fabrications, while the other lied about mobile bioweapons labs.
Now do you see the problem with Chalabi and the INC?
No, I see a problem with the two fabricators. I don't see a problem with Chalabi or the INC. The report says that the INC directed one of the fabricators to provide information - the report DID NOT say that the INC directed the fabricator to lie. And it is clear from the excerpt I posted above that the authors of the report know the difference.
So, to sum up, the Robb-Silberman report CLEARLY exonerated Chalabi with respect to the most famous fabricator: Curveball. And the Robb-Silberman report doesn't implicate Chalabi at all with respect to two other minor sources that had a "negligible" effect on policy.
I think Chalabi's statement holds up pretty well, and Matthew's post doesn't hold up well at all.

No evidence? Curveball was connected to the INC by blood. Specifically, he was the brother of an INC officer.
That would seem a pretty direct connection.
Kind of like Silberman's direct connection to the October Surprise -- aiding/abetting those holding Americans hostage in Iran just to win an election.
(You didn't really think Rikki's wackjob husband could have found his way to a federal judgeship without having a pretty big chit to call in, did you?)

I'll agree that Matt should have included the paragraph you cited.
But to call this a "clear exoneration" of Chalabi is a grotesque misreading of the report.
The CIA concluded that there was no evidence to support the allegations that the INC directed Curveball to lie. It also points out that the impact of the INC-linked defectors on the official National Intelligence Estimate was minimal.
On the other hand, the report confirms that two of the defectors who were directed by the INC to speak with the CIA were, in fact, fabricators. And they were fabricating stories about 2 of the most alarming WMD tales-- the mobile bioweapons facilities and the reconstituted nuclear weapons program.
That's a very hollow "exoneration," to say the least. These two claims played a large role in the public imagination, regardless of their importance in the NIE.
But more importantly, this report doesn't even address the main accusations against Chalabi. It has been reported on countless occasions that the CIA distrusted the intelligence supplied by the INC. The key accusation against Chalabi has always been that he was responsible for channeling intelligence to the White House and the US media (e.g. Judy Miller.) He is at the center of claims that the Bush Administration exaggerated the case for war, not the concerns about the CIA's handling of intelligence.

Maybe the follow-up should have been something along the lines of "You passed false information along to Times reporter Judith Miller which resulted in her writing the first in a series of articles which were later discredited, and which have recently lead to her being kicked out of her nearly thirty year career. Do you think you owe her, the Times or their readers an apology for lying to them?"

Hello, Scaifebot. I see you (and Chalabi) subscribe to the George W. Bush theory of accountability: if someone in the organization I lead does something bad, it's not my responsbility, cause hey, I didn't do it and I didn't know about it.
Other than that, I'll just note that your post is flatly contradicted by the text block-quoted in Matt's original post. The quality of the VWRC's henchbots has really declined recently. I should write them a letter about that.

There seems to be some confusion here, between the "reality of the courtroom" and the reality of... well... reality. A confusion between "not guilty" and "didn't do it"
To coin a cliche... "Lack of evidence is not evidence of lack." They "failed to turn up evidence that..." doesn't mean that there was no evidence to turn up. Just that they failed to turn it up.
The only connection between "real reality" and the courtroom lies in the "double jeapardy" area. If you're tried-by-media, and can stave off a "guilty" verdict until they lose interest, it's highly unusual that the story can be brought back to the front page even a short time later; it's "old news".
Trial by media, judicial investigation, investigation by the CIA... let's not forget that "not guilty" and "getting away with it through lack of evidence, bribing the jury, membership of the same club as the TV station's owner, or blackmailing the judge" have no real link with reality.
