Gretna's Choice

My advice for the Congressional commission which will investigate into how the Hurricane Katrina disaster was handled in New Orleans: don’t forget to pay a visit to the Chief of the Police of the city of Gretna, across the Mississippi river bridge.

When we left New Orleans, on Friday September 2, after having discovered -as reporters- the horrors of the Convention Center,  we picked up a couple who wanted to flee the town. They told us that they had already tried to evacuate on foot, but some policemen forced them to turn back on the bridge. 

"It's like a jail, here", they said. I found this information unbelievable.

Since then, other eyewitness accounts confirmed that police officers sealed this bridge, close to the Center Convention,  prohibiting people from escaping the New Orleans trap.

this account from two San Francisco paramedics, Larry Bradshaw and Lorrie Beth Slonsky: sheriffs even fired their weapons over their heads to dissuade the crowd from going ahead. The police explained that they wanted  “no Superdomes in their city".

On Sunday (4 September), New Orleans Mayor Ray Nagin was interviewed on a special edition of ABC's Nightline. He explained that when people tried to cross the bridge, they “were met (at the county line) with attack dogs and police officers with machine guns saying ‘You have to turn back...’.”

Gretna, in Jefferson Parish,  is a mainly white suburban town of 18,000 inhabitants. In the aftermath of Katrina,  three quarters of the inhabitants still had electricity and running water. The Gretna Police Chief Arthur Lawson admitted that he gave the order to block the bridge, explaining  that there was "no food, no water, no shelter" in his nice town.

“If we had opened the bridge, he said, our city would have looked like New Orleans does now: looted, burned and pillaged.”

Property over life?


Apparently property trumps life in Gretna.  How shameful.  Gretna could never look like New Orleans.  Not much charm spread around there.  I grew up in NO, but I have not lived there for over 40 years.  I remember Gretna as a lower middle-class area inhabited by mostly white folks.  I really don't know what it is like now, but that behavior by the sheriffs is unconscionable.

I wonder if someone might have a cause of action against Gretna authorities.  I don't see how you can legally restrict access to a US highway (90) the way they did.  Especially given the circumstances.


There are also stories that St. Bernard authorities passed up black victims to rescue whites.

Except for the fact that Bush intentionally left tens of thousands of human beings to suffer and die in the most horrible conditions imaginable, this is the single most disgusting act in a week of dispicable acts.


I for one will never spend a dime in Gretna, La.

At this point I wouldn't suggest giving any advice to the congressional commission. It looks like it will be a PR whitwash. If drawn up by congressional leadership, as in current plans, it may well look for local scapegoats, like Gretna. To have a prayer of being the least bit effective, the commission must be independent of congress. Frankly, I suspect that any commission, even an independent one drawn up with equal democratic and republican representation, will wimp out. Certainly, a "congressional" commission has barely a prayer. 
Perhaps, instead of a commission, an honest prosecutor can go after the police and government of Gretna on civil rights violations.  

This appears to be a clearcut violation of 18 U.S.C. Section 241:
"If two or more persons conspire to injure, oppress, threaten, or intimidate any person in any State, Territory, Commonwealth, Possession, or District in the free exercise or enjoyment of any right or privilege secured to him by the Constitution or laws of the United States, or because of his having so exercised the same; or

* * *    

"They shall be fined under this title or imprisoned not more than ten years, or both; and if death results from the acts committed in violation of this section * * * they shall be fined under this title or imprisoned for any term of years or for life, or both, or may be sentenced to death."

One obvious right of which the refugees were deprived is the constitutional right to travel. I'm sure there are other rights conferred by federal statutes and constitutional provisions, since the bridge and highways were built at least in part with federal funds.

This is serious stuff. The sheriff might very well have caused death by his actions. There is no "emergency" exemption for turning back refugees on the public roads.

What I find interesting isn't that this happened, but that it seems to be getting no coverage at all among big media.  Americans, it seems, only want to be told how special they are, how big hearted, when in reality we, like every other people, are one disaster away from anarchy and the jungle.  But better not to think about that; there's another heart warming story about how much money has been donated to the Red Cross on TV.  Everything's fine, and we are a special people, generous, unselfish, one that comes together in a crisis.


As an aside, I just had a thought.  Isn't the South the region of WWJD?  Would Jesus have done, or condoned, this?

From a policy perspective what's most appalling is that the sherrif of Gretna was allowed to make this criminal decision and then enforce it for nearly a week!  This is EXACTLY the sort of situation that FEMA and DHS were created to keep from happening.  


This guy illegally deployed men on a bridge who for days kept tens of thousands of people trapped without food and water.  And the people who were supposed to be managing this disaster not only let him do it, but they allowed the conditions that made this sort of showdown inevitable to fester for nearly a week!  


Preventing shit like that is why we declare a disaster area and we have disaster planning.  This is why we have a goddamned federal agency of about 200,000 people at DHS--so the people running the show are experienced experts who have the experience and resources to solve problems and save lives while protecting property and infrastructure, not racist southern sherrifs who even if they wanted to, don't have the resources to help tens of thousands of desperate Americans.


I mean, what the hell?  People shouldn't have been festering at the squalid Superdome without food and water for days!  We're shocked that there was a showdown between desperate people who were literally dying of thirst and hunger and the people who were in pretty bad straits but who had some food and water?  


Hi, this is crisis planning 101--if you don't make sure people have what they need, they will not quietly sit and watch their children die, they will do something desperate to get it.  And racist southern sherrifs who do not have the resources or the ability (or, perhaps even the inclination) to feed them will say, "screw this, I've got to protect the people I CAN help and that I'm responsible for, the people of my town who still have food and water and shelter."


FEMA's job is to make sure it doesn't come to showdowns on bridges, that we're getting people what they need and we're getting them outta there and to safety.  It's their job to, um, READ THEIR OWN REPORTS that predicted EXACTLY this problem and figure out how to solve it and then, um, SOLVE IT!    


FEMA had what Gretna didn't have--the resources to get these people fed and taken to a safe place.  FEMA failed to do it, and then they failed to keep the Sherrif of Gretna from apocalyptic fantasies and choosing "his people" over "those people."  


What happened on that bridge is horrible, but entirely expected and it would have been prevented with federal leadership and competence.

As offensive as the actions by the Gretna Sheriff's department were, they are not unexpected. I do not want to minimize the clearly racist views that were behind this, but it is not unreasonable for people to be wary about what will happen to their community if massive evacuees come pouring in. This is exactly the type of behavior that an enlightened FEMA (and state emergency agencies) should expect in the event of a catastrophe. They should have been reassuring Gretna's residents that they wouldn't have to bear the burden of hundreds of thousands of people camping out in their back lawns.

The question is what the hell was FEMA and the LA national guard doing while this two bit police chief Lawton was giving these orders? One would have presumed that the caravan of aid flowing into the city would have been so massive that the local police would have gotten run over trying to stop it.

I hope that "little incident" won't be forgotten because it was by no means, a little incident.  It might well have been the greatest civil rights tragedy of the modern era.  It was disgusting to read about and dissapointing, too, as I thought we were beyond that sort of thing.

I am truly disgusted by the stories of how the people of New Orleans were treated.  They were shot at for trying to flle from the city?  It sounds like the movie Escape From New York, New Orleans had become a giant prison camp of sorts.  Innocent people trying to survive and evacuate the city were harassed, lied to and physically intimidated.  I can't get over the fact that the police confiscated the MRE's and water from starving and dehydrating people on the bridge.


But sadly it underscores American culture.  A segregated culture were the poor, mainly ethnic minorities, live in the cities and are not welcomed in the, surrounding, mainly white suburbs...even when their lives are in danger.  The more details I hear about what happened inside NOLA the angrier I become.

It's jsut so sad.  Honestly, of all the "trying to be prophetic sci-fi" out there, I never would have fingered "Escape From New York" as likely to come true.  It's so dissapointing.  I don't have a better word.  I'm dissapointed.

I hope folks don't see the Gretna situation as a purely southern phenomenon. I can envision this happening in a heavily segregated rustbelt metropolis like Cleveland. Indeed, I can also see this happening in a "blue" state like Washington, where gated lifestyles prevail. As a modest example, yesterday my boss -- a political moderate and a manager in a "granola" community development agency -- complained that our state was slated to take in a handful of single male refugees. His assumption was that they would be a bunch of trouble-making welfare cheats.

simon, one half of the Louisiana and Mississippi National Guard were in Iraq or Afghanistan, along with 75% of their equipment.  One group just got home yesterday, but some of them have no homes to return to.  What was left of the Nationl Guard was on the job, but were stretched way too thin.

The people that got through before the bridge was closed were taken to a shelter in buses that the Sherriff “commandeered.” Why didn’t they use those buses to transport the others past their precious little town to the shelter?

I think you are right. We can't excuse the Gretna sheriffs, but if there had been any kind of federal presence, it's far less likely that they would have overreacted in this way.

Im not defending the people of Gretna, but there is the possibility that word may have gotten out about the criminal behavior by some of the blacks in the Superdome, specifically the rapes that appeared to be targeted against White women. An account by a British White man confirmed these reports. I could see why they'd be concerned about allowing them to run rampant their town. Though they should have found a better solution, i guess. Looks like people on both sides are guilty in this mess.

Actually you are defending the people of Gretna by disgracefully implying guilt to the "blacks" attempting to flee the misery of this storm's aftermath.

Using unsubstantiated "race based" allegations to support your absurd logic is despicable. There is no evidence whatsoever to suggest that anyone on that illegally blocked bridge had criminal designs on the community of Gretna.

Whoever is responsible for that shameful blockade is un-American in the most fundamental way. They don't deserve to call themselves Americans and neither do those who are apologists for their behavior.

White people WERE being targeted. So if people are so quick to condemn the people of Gretna, shouldn't we be condemning the racists at the Superdome as well?

Gretna is 35 percent black, and about half minority/half white in total. It's not wall-to-wall white. And I have this feeling that the officers and deputies involved weren't all white either. And the article is from UPI and the Washington Times, and a couple of EMTs from San Fran, along with Geraldo? I'd like to hear some more info from elsewhere.

Look, all the info may be completely accurate, racism may be involved, the cops may be all white. But there may be complications involved that none of you are considering. If FEMA had become involved earlier, moreover, you may not have been hearing such stories, whether true or not.

As do we all, Kevin Drum wonders what authority the Gretna City PD and Jefferson Parish SD had in keeping people from walking across the Crescent City Bridge.

If this map is accurate, I'm wondering what authority they had to be anywhere on the bridge other than that small triangle at the West Bank.  Maybe, in consideration of an undefended evacuated city in an emergency, the local constabulary could have denied pedestrians (especially, non-residents) the right to leave Rte 90 and enter Gretna and Jefferson.

But Rte 90 crosses the river, spends a couple hundred yards in Jefferson Parish, and then, leads back into Orleans Parish, the people's own home parish, doesn't it?

This speaks directly to the inadequacy of Homeland Security, FEMA, and all the rest.  All of the surrounding communities needed to be in on evacuation plans and procedures.  They should have had the capability to expedite people out of the area through town and out to well prepared shelters and temporary housing.

The unspeakable horror of this event is man's cruelty to fellow man.  Fox News who were spreading lies and exagerrating looting stories to fever pitch should be prosecuted for aggravating already catasthrophic, state-of-emergency conditions.

In an emergency the media, surrounding areas, everyone has to work together to survive. The manifestation of fear is expressed in many ways.

The fearful become cruelly self-serving.  The malicious rise to chaos in anarchistic ways. We all need to be educated how to help each other, how to reinforce the public good instead of watch the unfortunate suffer, starve, and die.

IMO, this is a hate crime that should be rigorously prosecuted. The theater of such a trial is worth the public's education.  What do we owe each other as citizens, can federally funded roads be blocked by local officials in a time of emergency when the emergency is not their own, and so on. 

Reading Ann-Marie Slaughter's post about the Texas Republican Party's 200 Platform saying that emergency response should be in the hands of local volunteers (ie, we should do away with FEMA, it is the problem, everything should be handled locally, mostly by volunteers) I think it is a logical conclusion that we would have Gretna's all over the place if we followed Republican policy recommendations.  But perhaps they see nothing wrong with that -- has anyone seen any comments on this in the right wing blogosphere?  Maybe Gretna is the right wing ideal of how emergency managment should be handled?

I wondered that too, Ellen. According to the paramedics' account, the Gretna/Jefferson officers also came well into New Orleans to bust up their encampment on the freeway.

I'm not a lawyer, but to me it seems the only way they can justify such a jurisdictional breach is that it was requested by New Orleans, or they were in "fresh pursuit" of a criminal suspect.

Moreover the sherrif was actually impeding a state and federal ordered evacuation. Surely there are legal charges that could be brought against him?

Regardless of what may or may not have happened in the Superdome or anywhere else in New Orleans, the Gretna police have no right to prevent anyone not defined specifically as a criminal from using a public federal highway to enter or transit his municipality.

If there was racial violence in the superdome I condemn that equally, but it's no justification for the Gretna police's action. Blaming those who sought escape from New Orleans for the actions of the Gretna police is, as I said before, an unconscionable  betrayal of the very foundations upon which our country was founded;similar to blaming a rape victim for the actions of her attacker.

The link you included in your comment goes to a "page not found" on CNN. I wonder if this link was the only source of your "blacks targeting whites in the Superdome" claim. Mind you, I don't doubt this could  be true, but to use a singular  example as justification for the Gretna police actions just doesn't cut it.

might be intended to refer to my comments above, I hope you will take note that I haven't accused anyone of racism, not the Gretna Police and not the author of the comment to which I initially responded.

I'm sorry. What does this mean?  Are you saying that because crime occurs in society that gives you the right to commit crimes of your own? 

Forget "criminal charges" for a moment, and bring the shame to Grenta's Sherrif that he deserves. Letters to the editor or every news paper and television station in America, stating "The Sherrif of Gretna denied simple drinking water and dry land to people fleeing the flood. This is the most shameful and unamerican act I have ever heard of."  Get a photo of this sheriff and post his face for all to see.  No mention of race required, or even interesting here. This is a man who without humanity, without morals, and without soul and we all need to tell him that.

Answer: No. It was my first comment to TPM Cafe, and to be honest I thought the comment was going at the end. So never fear!

I don't see this as being about either race (though a quick look at the Gretna Police website shows that at least all the commanders are indeed white) or about protection of property (what property was being threatened?) but about America's abiding anti-urban bias, which of course is strongest among those who live just outside our large cities.


New Orleans more than any other American city puts the lie, by virtue of its history, to the American perception of a clearly binary racial demarcation -- but als, by virtue of its geography, marks more clearly than nearly any other city our fascination with the distinction between "city" and what in the eighteenth century would have been called "country" and for the latter half of the twentieth would have been called "suburbs," but which most Americans, sadly, simply think of today as "normal."


Remember Trent Lott's response when he visited Lower Manhattan shortly after 9/11; Sen Clinton told him that several tens of thousands of people had been displaced from their homes and he asked "where? I don't see any homes here at all?" He had never seen a high-rise appartment building in his life.

There is another aspect of the Jefferson Parish story that needs to be told alongside the saga of the Gretna Sheriff's actions. 

My source is the Historian Douglass Brinkley, who did an hour long interview on C-Span on Friday evening, and the program has been repeated several times.  We need a transcript of this first person story.

Brinkley, who is Professor of History at Tulaine, -- and who had a good deal to do with creatying the D-Day Museum, and all the "Greatest Generation" stuff -- plus was essentially Stephen Ambrose's heir apparent -- rode out the storm itself in New Orleans, and immetiately afterward, used his own SUV to evacuate his family to Houston.  Then he turned around and went back to NOLA for eight days and worked on the boats rescuing people from the projects. 

Among other things he witnessed was police and sheriff's officers hyjacking relief supplies and equiptment destined for New Orleans and St Bernards Parish SE of Orleans Parish for their own use.  He mentions medical supplies, MRE's Water, Generators for the Hospitals, shallow draft boats and even personnel.  So not only was the Local Law enforcement in Jefferson Parish not allowing evacuation through their territory -- they were also "looting" life saving supplies assigned to the worst off. 

It is critical to get Brinkley's personal observations out there -- he is someone the MSM cannot ignore.  C-Span has probably posted the interview -- but the transcript needs to be widely available.  Combine what Brinkley witnessed with the other reports we've seen -- and "who looted what" is a cat of a different color.

It says that in spite of all of the news reports of rapes in the Superdome, that no one has come forward as a victim, or as a witness. This, of course, does not mean that it didn't happen, it just reminds us that much of the news that reaches us is second and third hand. And with so many commercial broadcasters looking to fill the airways with twenty-four hours of Katrina stories each day and each one wanting to beat the other to the BIG story, no wonder things get confused.

None of us know just what the situation was at the bridge in Gretna. We have reports that seem to be credible, but within this single blog, I've seen where the story had the Police firing shotguns over the heads of the approaching people to shooting at the people, to the police turning on the people with police dogs and machine guns.
But the news crews are tired and cranky. They're looking for someone to sink their teeth into. Right now it looks like it's the Police Chief and the Sheriff. And right now, it looks like they deserve it.

There's plenty of blame to go around at all levels.

On the flyover photos of the now-flooded New Orleans, I was struck by the appearance of dozens upon dozens of yellow school buses, all set for the new school year, now sitting in some feet of water.

Why weren't these mobilized for evacuation by Hizzoner?

 I have no doubt that when the impecunious refugees from New Orleans have been safely ensconced in far-flung internment camps, much of the poorer sections of New Orleans will have been bulldozed and property siezed for the rebuilding of a safe, clean and white Disney-New Orleans.  The refugees, on the other hand, will be left to fend for themselves.

The MSM will call it a "miracle".

YOU PEOPLE WILL NEVER GET IT... I LIVE IN GRETNA.  Mayor Nagin sent the looters, rapist, murderers across the bridge to Gretna.  Gretna did not have anything more to offer than the Convention Center had.  No food, no water, no power...  Why did he send them?  People act like the Convention Center was flooding and the people were going to drown by staying there.  But the Convention Center had NO flooding at all.  In fact, the Convention Center had the same conditions as Gretna... so why did he send them to Gretna.  We have a small Police force who cannot handle the many people who were coming across the bridge.  ALTHOUGH, THEY TRIED TO!  They had people in the bus terminal, helping them out as much as they could, but once some looters went to Oakwood Mall, looted and burned it and then came running into the crowd at the bus terminal and the crowd started to turn on the Gretna Police, they could no longer keep control of the city, so they had no other choice but to not allow them into the city.  And this report that they turned them back to New Orleans is false.  They allowed them to continue walking on to the next city and they even bussed some of them out the city to help them get out.  What more can you ask for out of a small neighboring city???  I guess you wanted the Gretna Police to let them break into people's houses to get TV's and shoes to "eat" since that is the reason for them looting the mall right????   Those shoes that they stole must have really helped their hunger... 

Also... I wonder who you are.  Let me guess... liberal, white males from either a state in the North or California... How do I know this... because you do not deal with the kind of people that we have here.  These articles you post are so contradicting.  Their are people in the Convention Center who are killing, shooting and raping...  and Gretna would not allow these poor people to come into their city... Oh, I'm sure you would just open your house to that kind of behavior and invite the murderers and rapist in... Why not get them a cup of coffee while you're at it.  In fact, I'm sure we can get a few of them and give them your address.  I'll even pay for the plane ticket to fly them to your house.  Of course, you're website will eventually be gone since you won't be able to pay the bill once they kill you.  Or you could just live here for 1 month and you will remove the website b/c you will finally GET IT!  GO BACK TO WHERE YOU CAME FROM with all of this garbage talk.  Until you live here, you will never understand.
