Three Days In Hell
I spent most of the last week downtown New Orleans, Louisiana. I will never forget what I saw there.
A friend of mine is hopefull that Katrina, and the shame associated with its terrible aftermath, is such a shock that it will trigger a new political cycle in the U.S., leading to a a "new New Deal". Katrina, he thinks, lays bare the deep deterioration of the American social contract.
I hope he is right, but I’m not so sure. I'm afraid that the medias, especially in this country, are also a very efficient machine to make people forget.
Yesterday, I interviewed a French tourist who was trapped in the Superdome for three days. He told me his odyssey, and I'm pleased to share it with you on TPM Café. Stéphane Ciblat, researcher in a pharmaceutical lab in Montreal spent the weekend of August 28-29 in New Orleans with a Canadian Friend, 30 year-old Yannick Rose. After leaving their hotel, the Park Place, with water already up to their chest, they wandered over to Interstate I-10 before seeking refuge in the Superdome. Here is their powerful story. “When we arrived in the Superdome, we went over to the Astroturf where there were still National Guards. The next morning, there were many new arrivals, almost all black and poor, and the military personnel had all left. Out of fear, I think. They remained at the exits. They distributed rations and water—you had to wait in line for three hours but it was alright. Bands of young people, gangs, passed by. They stockpiled water and food in order to sell them. I saw a gun, even though we were all searched at the entrance.
Wednesday evening, it was still fine. Young people played football on the turf, weaving in and out between people. But at 1 or 2 am, we heard a gunshot. After that, the slightest noise caused mass panic, with people running, leaving their children behind, it was unbelievable. There were fights, but the families managed to calm down those who fought.
On Thursday, breakfast was distributed at the service entrance for the trucks that clean the turf. Then water was brought out on golf carts, and people jumped on top of them. There was smoke—a trashcan on fire, it seems—and everyone had to go outside on the walkway around the Superdome, in the blazing sun, to breath.
The toilets inside were an abomination. There was excrement everywhere, rivers of urine. People defecated in the corridors, pissed in bottles.
On Thursday, the ground we were on began to flood. We heard the first rumor of evacuation, but behind their barricades, the soldiers repeated, “I don’t know anything.” After the rumor spread that a new storm was arriving on Saturday, we got the same commentary from the soldiers: “I don’t know anything.”
Finally, Thursday morning, Major Bush—I’m not making this up—declared on a megaphone that we would be evacuated. There was total calm for two hours.
We got in lines that went out towards the neighboring commercial center by a footbridge. They separated men and women, I don’t know why (I thought it might be in order to search people, but we weren’t searched). A guy who was with us was separated from his wife, and he had already lost his home and job.
The line was like the Paris metro at the height of rush hour. We were packed like sardines, we couldn’t even see our feet. We walked on garbage, diapers that exploded sometimes, bottles full, with urine, perhaps. There were also bottles of liquor. This lasted from midday Thursday until Friday morning, a total hell.
People fainted every two or three minutes. We heard cries of “somebody down.” They evacuated people towards the barriers. A pregnant woman’s water broke. Twice we heard gunshot and everyone dove for cover. We didn’t have anything to eat, only water. The soldiers didn’t car. Sometimes they joked amongst themselves. Once, a guy near the barrier had an epileptic attack. He was drooling and everything. We said to the soldiers, “Get him out of here for Christ’s sake!.” But a soldier said, “it will stop and he’ll be alright.”
One time, to amuse themselves, the soldiers threw bottles as hard as they could into the crowd, like in baseball. A woman was hit in the head. The Navy arrived and it was even worse: the soldiers did not stop yelling at us.
From the bus that took us on Friday morning towards Dallas, we saw a cotton field outside the windows. The blacks joked: “Nothing has changed,” they told us.
Me, I know that I will go back to my apartment, my comfortable life. But for them, the nightmare has only just begun.”
My God - this story is unfathomable. How dare soldiers throw bottles at devastated people just to amuse themselves? I hope people can step forward to identify them - they should be court-martialed and sent off to prison and have their photos printed in every newspaper in the world so that people will know the face of callous amusement.
All of us have been hearing that perhaps this devastation will intitate a new political cycle as a response to the ideological decadence of the conservative right. All the root causes (ignoring valid science for years, underfunding preventative measures, cutting back on the government's capability to respond, trying to blame political opponents for the ensuing mess) are undeniable signatures of modern American conservatism. But I am not hopeful that such a clean break with the past will occur. A major vehicle for rapid social change - the media - is a wholly owned subsidary of large corporate interests that have extensive dealings and relationships with the government. But one effect that the devastation could have politically is that it could reawaken the Democrats' historic committment to vigorous anti-poverty campaigns. To me, for example, John Edwards now looks like a visionary - I didn't hear anyone else make fighting poverty such an absolutely core pillar on which to build policy. Now to be sure Republicans will still cry "class warfare" whenever Democrats try to advocate on behalf of the nation's poor, and it has largely worked as the Democratic Party has tried to burnish its credentials with the business community, but I think that the two wings of the party have a unique opportunity to join together and showcase ideas that are good for the nation's poor and for business. So my great hope, politically speaking, is that America's centre-left party will go back to its roots and fight wholeheartedly for its historic ideals in new and innovative ways.

I greeted some of the evacuees, and I got the sense that the National Guard was not well liked, but no specifics, just that they yelled a lot and seemed a little screwed up from tours in Iraq. But one guy said he understood why they were getting antsy. "They were refugees just like everyone else," he said, "but with a job to do."
I see some big problems on the horizon. Already, I'm hearing sentiments around town (Houston) like, "They've come to collect our welfare checks." What was so shocking about Barbara Bush's comments was not that they occurred, but that they occurred so quickly.
My greatest fear is that having thousands of people sitting around the Astrodome with nothing to do is going to eventually lead to the sorts of unrest that will feed the worst racial stereotypes, and thus begin the inevitable downward spiral of resentment. These refugees will become our "oakies", though I'm not sure what derogatory term we'll come up with for them.
First of all, I'm not sure volunteers are doing them any favors picking up their trash and cleaning their trays at this point. Once they've recovered to the point where boredome sets in, and the number of volunteers dwindles, they should start requiring able bodied people to take over some of the chores as "rent".
Our first priority has to be to get these people jobs and housing. No money and nothing to do only spells disaster, in my book. They need something to occupy their time until we can get them situated.

What puzzles me is what happened over the rest of the week. Everything I have read indicates that everyone should have been on the same page regarding emergency response from Tuesday onward. Apparently everyone knew that a one hundred percent evacuation of a large city’s population is not possible, that New Orleans and LA resources could be overwhelmed by a hurricane and flood and there would be a significant number of people stranded there, and that the plan was to gather the remaining residents in designated shelters and then evacuate them as quickly as possible. This is where plans seem to have completely broken down, and failures occurred that resulted in so many deaths. Why? The hurricane was gone, the flood had flooded, the natural violence was over. There was only one simple imperative: get the people out as quickly as possible before dehydration, exposure, and heat stroke and exhaustion, and social disorder took their toll. But it didn’t seem to happen. But this was a part of the emergency plan that everyone seemed to have been aware of, and ws aware of it for years, at local, state and federal levels. If anyone has information or an explanation, please do post a comment.
I think it is important to gather as many of these first hand accounts as possible. For one thing, they put the violence and disorder in perspective. In the US, I think looting and some violence, and general social disorder should be expected after a break down of social institutions, after a day or so. I am sure similar stories can be found of civil disorder following previous hurricanes. The story told here shows simply the imperfect human behavior that should be expected in such a situation: profiteers acquiring scare goods and preparing to do some business, unrest and disorder when a very large number of people are left with nothing at all to do under conditions of extreme stress and anxiety, and inadequate facilities

This is just great for the tourist industry. Fly into an American city, and if there is a disaster you will be on your own. There are similar stories from Brits, Aussies and Canadians who were stranded at the Convention Center. No one was allowed to come in to rescue them even though their positions were known from cell phone calls home. (The Aussies got out in an SUV with the Australian press, posing as journalists.)
Can you imagine if Americans were stranded in another country? The US military would be there within hours to pluck them out of danger. But in our own country, there was no rescue for several days.

There are scores of articles and commentaries in the press outside the U.S. about the xenophobic attitude of N.O. officials when the evacuation was underway.
Many foreigners were bluntly told that the evacuation was only for U.S. citizens, and that foreigners were on their own. Many of these found their way to the Superdome and the Convention center. Lengthy reports in the BBC, SkyNews, French televison, German television, etc., are documenting this curious practise.
Wonder whether the U.S. would have liked to see the Thais do something similar to Americans during the Tsunami?
The U.S. seriously has to get its shit together - it's devolving into a predatory polity with no sense of self, no sense of the common good and no sense of humanity.

Come to think of it, if medical students from Grenada were stranded in the Convention Center, we wouldn't have had any grounds to protest if Grenada had invaded us and overthrown our government.

Thw combination of FEMA/DHS's emphasis on terrorism and the lengthy deployment of Guard units in Iraq seems to have led the military sent to NO to think they were in Fallujah. This is one more reason why we have to begin, now, seriously ratcheting down the operation in Iraq and bringing the Guard units home first. These are people who never should have been deployed in combat at all, let alone for so long that thye have begun to lose their humanity.
As soon as the Iraq debacle is scaled down, we need to get the Guard back to what they were, a force to protect the home front, particularly in disasters. And get FEMA out of Homeland Security. The gov't has to look at disaster relief as asafety net, humanitarian operation, not a national security operation. What SHOULD have been seen as a national security issue was protecting the Port of Southern Louisiana/New Orleans.

I just read Dupin and I believe he is in full wishful mode. No new New Deal. The media will just bury the whole affair in a mush of contradictory "opinions", presented as equal, no matter their respective factuality. Any call for accountability will be dismissed as partisan "blame game". Business as usual.
The most probable outcome is a further cementing of the general distrust towards all things governmental. Sadly, the war of all against all, the predatory polity to use SteinL's spot-on formulation, are the most likely winners. As the French say: Chacun pour soi et Dieu pour tous - Every man on his own and God for us all.
Bush may personally take a hit but conservatism will not. Conservative ideology is almost entirely about destroying : destroying Social Security, destroying Medicare, destroying public education, destroying the government, destroying any sense of common good. I'm afraid Katrina just lent conservatism a very helping hand.

Thank you! And thanks to Kate for translating. I think the tourist stories are very important and have been looking for them; peronally I think they have very much been downplayed in the U.S. coverage because of the perceived "need" to stress the class issue. From the net, I can get a sense of how much the media in the UK and EU have focused on the story, but I think that it is only when you start getting "testimony from a homie" that people form opinion--cynicism about media is not just a U.S. thing. With New Orleans stories, with both U.S. tourists and foreign tourists, you have testimony that is going to effect their class familiars. What I am saying is that the media's overall attempt to spin coverage towards the class story (in my opinion, a good and honest thing) may backfire among certain segments that have learned not to trust them; I believe most people intinctively sense that a kind of narrative like that is being pushed. It is all the more crucial, then, that middle class stories are told!

I see no evidence that the media is trying to spread amnesia about Hurricane Katrina. 10 days later we are still innundated with stories about the disaster, driving Rehnquest's death, events in Iraq and the California gay marriage vote off the front page. Far from donwplaying the tragedy the media is playing it for all it's worth. This is 9-11 all over again, only this time the Bush administration has been unable to ride the tiger and is coming out of the catastrophe looking like road kill.

On the BBC website there is an account by a Brit quite different from this one in that it details how the national guard told all Europeans to stay together and then smuggled them out in groups of 10 under the cover of night.

The issue of our broken social contract needs much more attention. That's at the root of appalling recent events: detention without trial, torture, throwing bottles at desperate refugees. La Bush chuckling about how they're so down and out, "they're doing very well" sleeping on benches in the Astrodome. The Bush himself with his photo op taking precedence over life-or-death flights in New Orleans. Human beings don't do these things. Tinpot dictators do.
Something has happened to the soul of America, and we better hope this hurricane has been a wake-up call for self-examination and change. Because if it isn't, we've seen too many times where this road leads. The horrors of Sierra Leone or Pol Pot or Yuogoslavia will have nothing on us.
